General Project Description
The Mission Springs Water District (MSWD) is seeking a qualified company to provide hauling and off-site disposal/reuse services for dewatered sub-class "B" secondary sludge (biosolids), grit, and screenings. The project involves the removal, transport, and disposal of approximately 4,500 wet tons of biosolids per calendar year and approximately 12 cubic yards of grit and screenings per week from the Horton Wastewater Treatment Plant (HWWTP) and Nancy Wright Regional Water Reclamation Facility (NWRWRF). The selected company will be responsible for furnishing labor, materials, and equipment, including trucks, trailers, roll-off bins, and dumpsters, ensuring compliance with relevant regulations (e.g., 40 CFR Part 503) and obtaining all necessary permits.

- Quantity: As needed Unit: LS Work Item: Obtain all applicable regulatory and land use permits for biosolids removal, reuse, or disposal.
- Quantity: As needed Unit: LS Work Item: Cleaning of roadways used by company vehicles upon completion of nonhazardous solids removal.
- Quantity: As needed Unit: LS Work Item: Ensure trailers are fully tarped and equipped with water-tight gates for transportation.
- Quantity: As needed Unit: LS Work Item: Implementation of spill response procedures and provision of necessary equipment on all trucks; immediate notification of Chief Plant Operator for spills with written incident reports within 72 hours.
- Quantity: Monthly Unit: Each Work Item: Provide manifests matched with certified tare and gross weight tickets for each load removed, submitted by the fifth day of the following month.
