The City of Monterey seeks a consultant to prepare a comprehensive and actionable Military Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis for Monterey County's National Security Installations. The project aims to articulate the current military value, enhance national security missions, attract new missions, and integrate local economic, social, and strategic context with Department of Defense (DoD) considerations. The analysis will assess future strategic basing models, identify new military value drivers, evaluate technological disruptors, reassess the Naval Postgraduate School (NPS) mission in an AI-dominated era, examine DoD decision triggers, update regional capacity for AI-era missions, construct a competitive landscape analysis, identify potential disadvantages, monitor policy signals, and provide recommendations to enhance future military value.
