General Project Description

Nevada County is soliciting proposals from qualified firms/individuals to prepare its 7th Cycle Housing Element Update, covering the 2027–2035 Regional Housing Needs Allocation (RHNA) cycle. The selected consultant will be responsible for all associated environmental review, public engagement tasks, and ensuring the Housing Element is compliant with State requirements for adoption and certification by the California Department of Housing and Community Development (HCD). The project involves comprehensive analysis of housing needs, fair housing issues, constraints, sites inventory, policy and program development, community engagement, and CEQA documentation.
