General Project Description

The North County Transit District (NCTD) is seeking bids from qualified contractors to furnish and install twenty-five (25) solar LED lighting systems at existing bus stops across North San Diego County. The project aims to enhance passenger safety and security by providing continuous, uninterrupted illumination from sundown to sunup. The scope of work includes furnishing and installing solar lighting systems on existing bus stop shelters and new posts, removing existing signposts, installing new posts with concrete footings, and mounting solar lights on these posts. The contractor will be responsible for all necessary materials, equipment, and labor, including developing work plans, securing permits, and ensuring public and crew safety during construction. All outdoor materials must be corrosion resistant. Optional bid items include additional signpost removal, salvage, new post installation with footings, and solar lighting systems.

General Bid Items

Quantity: 25 Unit: EA Work Item: Furnish and install battery-backup solar LED lighting systems. Specifications: Integrated with programmable Energy Control Module (ECM), NRTL Program certified, California Title 24 compliant for exterior lighting, operable between -22° to 122° F, LED luminaire: high intensity, cool white 5000-6500 Kelvin, minimum 1000 lumens. Controller: Single solution, circuit board based, factory set real-time clock with self-test feature. Photovoltaic panel: Impact resistant (ASTM E1038-93, UL 1703-24).
Quantity: 7 Unit: EA Work Item: Mount solar lighting systems on roofs of existing bus shelters. Specifications: Secured with stainless-steel rivets, security screws, clamps, and brackets to prevent vandalism. Solar array: Minimum 120-watt.
Quantity: 3 Unit: EA Work Item: Remove and dispose of existing solar lighting systems (1 from shelter, 2 from signposts).
Quantity: 3 Unit: EA Work Item: Furnish and install new solar LED lighting systems (1 on shelter, 2 on signposts).
Quantity: 4 Unit: EA Work Item: Remove and dispose of existing signposts from sidewalk, salvage sign plates for reuse.
Quantity: 1 Unit: LS Work Item: Sawcut and remove existing concrete pad beneath signpost at bus stop ID 20978 (existing 2'x4' pad).
Quantity: 1 Unit: LS Work Item: Pull existing wiring to underground electrical pillbox, secure wiring, cap and seal existing conduit.
Quantity: 3 Unit: EA Work Item: Furnish and install new aluminum posts. Specifications: 13 feet height, 2.5” x 2.5” cross-section, surface-mounted.
Quantity: 12 Unit: EA Work Item: Perform hand excavation for new footings. Specifications: Minimum depth of 36 inches.
Quantity: 12 Unit: EA Work Item: Construct concrete footings. Specifications: 12 inches diameter, 30 inches depth, 3,000 psi concrete with Portland Cement Type V.
Quantity: 12 Unit: EA Work Item: Prepare subgrade beneath footings. Specifications: Minimum 6-inch-thick layer of granular Type II soil or ¼-inch crushed gravel, compacted to minimum 95% maximum dry density.
Quantity: 10 Unit: EA Work Item: Install new perforated square aluminum posts. Specifications: 15 feet length, 2.5”x2.5" cross-section, embedded minimum 2 feet into concrete footings with 13 feet height above ground.
Quantity: 14 Unit: EA Work Item: Furnish and install new single-fixture solar LED lighting systems on new posts. Specifications: Luminaire mounted minimum 12 feet above finished grade. Solar array: Minimum 40-watt.
Quantity: 9 Unit: EA Work Item: Optional - Remove and dispose of existing signposts, salvage bus stop sign-plates.
Quantity: 10 Unit: EA Work Item: Optional - Install new posts with concrete footings.
Quantity: 10 Unit: EA Work Item: Optional - Install sign plates and new solar lighting systems on new posts.
