General Project Description

The City of Orange Cove is seeking qualified consultants to provide on-call civil engineering services. The broad scope of work includes assisting in Capital Improvement Program (CIP) scoping, prioritization, and budgeting; representing the City at various internal and external meetings (including City Council and Planning Commission); reviewing and approving permits and waivers; engaging with public and private developers; coordinating with various regional, state, and federal agencies; managing immediate infrastructure emergencies; and providing expertise in contract codes and funding processes. Services also encompass performing studies, designs, project, and construction management, including site evaluations, preliminary engineering reports, plans and specifications for CIP projects, detailed schedules, cost estimates, field work, drafting, design, surveying, environmental documents, bid assistance, and specialized engineering studies (drainage, traffic, pavement evaluations, hydrology, hydraulics, soils, water/sewer, structural analyses). Consultants will also represent the City in public permit applications and perform plan checks for civil engineering design plans across various infrastructure types.
