Unofficial Notice of Invitation to Bid (NIB)

Orange County is seeking bids from qualified and interested contractors for the following project titled, 7-YEAR ROADWAY ANALYSIS AND DISTRESS SURVEYS COUNTY ROADS, identified under Solicitation ID: 080-2834701-AR. Work is to be performed near 405 W 5th St, Santa Ana, CA 92701, USA in Orange County.

General Project Description

The County of Orange is seeking a qualified Architectural/Engineering (A-E) firm to perform 7-year roadway analysis and distress surveys on unincorporated county roads. The project involves updating the County's Pavement Management Plan (PMP) to track current pavement conditions, conduct funding analyses, and ensure compliance with the Orange County Transportation Authority (OCTA)'s Measure M2 Program and ASTM D6433 standards. The scope includes detailed automated distress and digital image data collection using semi-automated vehicles equipped with specialized imaging, illumination, and profiling systems, followed by data upload into the StreetSaver® system and generation of required reports. The A-E firm will also provide annual software subscriptions, technical services, training, and support for the StreetSaver® software, and assist with asset updates and maintenance/rehabilitation history.

General Bid Items

Specifications: In accordance with StreetSaver® system and ASTM D6433 pavement distress evaluation methodology; Use of semi-automated vehicles with pavement video imaging system (1 mm resolution), pavement illumination system, Laser Road Profiler (ASTM E950 Class I for longitudinal profile measurement, E1489 for International Roughness Index, rutting, faulting), GPS Receiver (accurate latitude, longitude, elevation), Position and Orientation System for Land Vehicle (POS LV, differential GPS, inertial navigation, geometric data).
  • Quantity: -  Unit: -  Work Item: Upload collected data and generate required reports. Specifications: Data to be uploaded into StreetSaver®; reports to be submitted to OCTA as per PMP Guidelines. Incorporate resulting pavement distress, rutting, and roughness data into final PMP report with quality control.
  • Quantity: -  Unit: -  Work Item: Provision of annual StreetSaver® software subscriptions. Specifications: Annual licensing for County of Orange (current annual cost $3,500).

  • Quantity: -  Unit: -  Work Item: Provision of technical support for project aspects (e.g., software training, field surveys, custom reports, database changes). Specifications: As-needed, on-call basis.
  • Quantity: -  Unit: -  Work Item: Conduct pavement distress collection surveys. Specifications: On the entire pavement network (County's 342.2 centerline miles) as per ASTM D6433; using sophisticated semi-automated (with line-scan cameras) for 100% roadway surface inspection.
  • Quantity: -  Unit: -  Work Item: Perform budget needs analysis and scenario evaluations. Specifications: 7-year analysis period, identify M&R requirements, apply M&R decision trees, optimize street sections for repair under constrained budgets.

Specifications: Enter M&R history data from last update to customize performance models and forecast future maintenance needs; include street name, section IDs, beginning/ending limits, treatment type, date, and cost.
  • Quantity: -  Unit: -  Work Item: Develop recommendations for routine and deferred maintenance. Specifications: Based on pavement evaluation metrics and budget analysis.
  • Quantity: -  Unit: -  Work Item: Roadway asset inventory evaluation and updates. Specifications: Review annually adopted County Road Index, recommend updates for mileage, pavement width, limits, bike lane, striping type, MPAH designation, last maintained date, type, and street signage type.
  • Quantity: -  Unit: -  Work Item: Data quality control and delivery. Specifications: Ensure accuracy, consistency, and compliance with StreetSaver® criteria.

Specifications: In spreadsheet format to OCTA; includes street name, limits, IDs, direction, beginning/ending sections, length, widths, true areas, functional classification, number of travel lanes, PCI, inspection date, treatment type, cost, year of treatment, and street geometry (linear or polygon features).
