General Project Description
The Orange County Transportation Authority (OCTA), in collaboration with Caltrans, is seeking a qualified Public Outreach Consultant. The consultant will develop and implement a Public Communications and Community Outreach Plan to support the environmental phase of the Northbound State Route 57 (SR-57) Truck Climbing Lane Project. This project aims to enhance operational efficiency and improve traffic flow and safety by adding a northbound truck-climbing lane between Lambert Road and the Orange County/Los Angeles County Line. The scope of work includes preparing and executing comprehensive outreach plans, engaging with the community, organizing public meetings, facilitating environmental document circulation, developing high-quality multilingual materials, managing stakeholder communications, maintaining a contact database, tracking performance metrics, supporting media and government relations, actively engaging with underserved communities, and planning special project events. Key personnel required for the consultant team include a Project Manager, Community Liaison, Graphic Designer, and Account Coordinator.
