Orange County Water District is seeking bids from qualified and interested contractors for the following project titled, Injection Well Redevelopment, identified under Solicitation ID: RFP-25-006. Work is to be performed near 18700 Ward St, Fountain Valley, CA 92708, USA in Orange County.
General Project Description
The Orange County Water District (OCWD) is soliciting proposals from qualified and experienced firms to provide well development services for three distinct types of injection wells: Legacy Wells, Modern Wells, and Mid-Basin Injection Wells. The primary objective is to restore the injection capacity of these wells, which diminishes over time due to particle accumulation. The scope of services encompasses mobilization of specialized equipment and personnel, wellhead access and dismantling, mechanical redevelopment utilizing airlifting and swabbing techniques, thorough bottom-hole cleanout, static water level monitoring, maintenance of gravel feed tubes, and the fabrication of any necessary specialized tools. All work will be executed under specific work orders and strict adherence to relevant permits, safety protocols, and local City ordinances. The agreement has a minimum term of three (3) years, with an option for a two-year renewal.

Specifications: Includes all equipment, materials, tools, personnel, required bonds, encroachment permits, inspection fees, business licenses, Health and Safety Plan submission, daily transportation/per diem, equipment, and operating supplies to central staging area in Fountain Valley, CA.
- Quantity: - Unit: - Work Item: Wellhead Access (Legacy Wells). Specifications: Dismantle injection wellhead manifold, transport manifold and eductor pipe to temporary storage, install temporary riser extension (6-inch flange) to near ground level, cover electrical instrumentation, reinstall manifold piping and assist in well service. Work in 10-foot deep vaults, potentially artesian C-5 confined spaces.
- Quantity: - Unit: - Work Item: Wellhead Access (Modern Wells). Specifications: Dismantle injection wellhead manifold, transport manifold assembly and eductor pipe/down-well flow control valve (FCV) to temporary storage, reinstall manifold piping and assist in well service. FCV removal/installation procedures to follow Manufacturer (Baski) guidelines.
- Quantity: - Unit: - Work Item: Wellhead Access (Mid-Basin Injection Wells). Specifications: Pull all column pipe, pump, submersible motor, and Baski flow control valve (FCV); cover and store on-site; reinstall drop pipe, FCV, and well head piping/assist in well service. FCV removal/installation procedures to follow Manufacturer (Baski) guidelines.
- Quantity: - Unit: - Work Item: Fabrications. Specifications: Fabricate specialized tools as required by OCWD; contractor to purchase materials and parts with reimbursement at cost plus 15% including applicable tax.
- Quantity: - Unit: - Work Item: Static Water Level Measurements. Specifications: Daily measurement using OCWD-provided electric sounder to nearest 100th of a foot; recorded on OCWD forms against a specified reference point.
- Quantity: - Unit: - Work Item: Gravel Feed Tube Maintenance. Specifications: Measure gravel feed tube levels before and after redevelopment using bottom-hole sounder; replenish tubes with OCWD approved filter pack; secure caps to be watertight.
- Quantity: - Unit: - Work Item: High Volume Purge (Legacy Wells). Specifications: Air-lift method using 1.25-inch flush-threaded pipe with "turn-around- tool" fitting; 60% to 80% submergence for 250+ GPM using 140psi/400 scfm compressor. Return fluids through OCWD-provided 4,000-gallon settlement tank with hydrocyclone and baffles. Discharge to nearest storm drain or sewer man-hole.
- Quantity: - Unit: - Work Item: Bottom-Hole Cleanout (Legacy Wells). Specifications: Air-lift fill material using maximum 2.5-inch outer diameter flush-thread pipe eductor with ½-inch or 1¼-inch internal diameter air line.
- Quantity: - Unit: - Work Item: Mechanical Redevelopment (Modern/Mid-Basin Injection Wells). Specifications: Dual swab air-lift pumping using close-fitting double swabs (max 1/8-inch smaller than screen ID), separated by a 15-foot perforated pipe section. Swab tool designed for flow of at least 300 GPM. Airlift discharge to storm drain receptacle.
- Quantity: - Unit: - Work Item: Rig Operations. Specifications: Provide hoist rig unit, tools, pipe, sounders, accessories, fuel, materials, supplies; hoist/crane rated for total combined weight of heaviest pipe string with minimum 3:1 safety factor. Air compressor (min 140 psi, 300-400 cfm) with external air-oil separator and silencing muffler. Fabricate 4-inch discharge head with dump valve and silencing air muffler. Provide pressure gauges (0-160 psig).
- Quantity: - Unit: - Work Item: Miscellaneous Non-Rig Operations. Specifications: Measuring and adding gravel to feed tubes, removing sediment from settlement tank, debris cleanup and disposal at OCWD yard, cleaning well vaults and sumps.
- Quantity: - Unit: - Work Item: Traffic Control. Specifications: Provide all lane closure equipment and permits per City of Fountain Valley Handbook.
- Quantity: - Unit: - Work Item: Personal Air Monitoring Device. Specifications: Contractor-provided device to be worn inside well vaults, monitoring for low oxygen, hydrogen sulfide, carbon monoxide, and lower explosive limit. Logs of levels required daily.
- Quantity: - Unit: - Work Item: Fluid Transfer Pumps (Legacy Wells). Specifications: Trash pumps with operational mufflers complying with City noise ordinances. Minimum 500-gallon portable open top tank to transfer fluids from well to OCWD-provided settlement tank.
- Quantity: - Unit: - Work Item: Pipe, Hoses, Fittings, and Supplies (Legacy Wells). Specifications: Plumbing fittings, hoses for discharge (700+ feet of 4-inch diameter hose), general fittings, bottom-hole sounder, fuel, air-line and air-lift discharge head with silencing air muffler and whip check safety restraints, blind flanges with 1/2" threaded outlet (minimum of three).
- Quantity: - Unit: - Work Item: Pipe, Hoses, Fittings, and Supplies (Modern Wells). Specifications: Pump rig (hoist/crane), support vehicles, compressors, hard pipe/eductor pipe, tight-fitting perforated swab, bottom hole sounder, gauges. 50 feet of 4-inch diameter lay-flat discharge hose.

Specifications: Pump rig (hoist/crane), air compressors, pipe, hoses, fittings, 50 feet of 4-inch diameter lay-flat discharge hose, fluid transfer pumps, bottom-hole sounder, fuel, air-line and air-lift discharge head with silencing air muffler, dual swab air-lift tool.
