Orange County Water District is seeking bids from qualified and interested contractors for the following project titled, INSPECTION SERVICES CONSTRUCTION OF AM -21R & AM -63 MONITORING WELL CLUSTERS, identified under Solicitation ID: RFP-25-016. Work is to be performed near 18700 Ward St, Fountain Valley, CA 92708, USA in Orange County.
General Project Description
The Orange County Water District (OCWD) is seeking proposals from qualified and experienced firms to provide inspection services during the construction of four new monitoring wells at two sites: AM-21R in Anaheim and AM-63 in Placentia. The project involves constructing two 2-well monitoring clusters using direct mud rotary drilling equipment, with anticipated well depths ranging from 175 to 555 feet below ground surface, utilizing 4-inch diameter PVC casings. The scope of work includes comprehensive inspection and oversight of all construction phases, such as mobilization, geophysical utility clearance, conductor casing installation, borehole drilling, geophysical logging, well construction (including casing, screen, gravel pack, bentonite-sand seals, and cement seal installation), well development (including disinfection), site clean-up, vault installation, video surveys, and well surveys. The selected firm will also be responsible for preparing a final Well Construction Report, ensuring adherence to drilling procedures, sample collection protocols, lithologic logging, and quality control throughout the project.

- Quantity: 1 Unit: LS Work Item: Mobilization (including geophysical utility clearance for AM-63 well site).
- Quantity: 1 Unit: LS Work Item: Conductor Casing Installation (for AM-63B only). Specifications: Inspector on-site during drilling and installation; ensure representative formation samples collected at 5-foot intervals; log cuttings using Wentworth soils classification; check and measure all casing for proper installation techniques.
- Quantity: 1 Unit: LS Work Item: Borehole Drilling (including wiper passes). Specifications: Inspector on-site; ensure representative formation samples collected on minimum 5-foot intervals and at changes in lithology; testing of drilling fluid properties; proper sample collection and placement in zip-lock bags and chip trays; lithologic logging using the Wentworth Scale for grain size, Munsell soil color, and component percentage; check Contractor's drill pipe tally; drilling rate limited to a maximum of 20 feet per hour for direct mud rotary method.
- Quantity: 1 Unit: LS Work Item: Geophysical Logging. Specifications: Inspector on-site to witness geophysical logging; obtain copies of logs for OCWD; logs include spontaneous potential, 16-inch normal resistivity, 64-inch normal resistivity, laterolog 3 (guard resistivity), natural gamma, sonic velocity -variable density, and caliper log.
- Quantity: 1 Unit: LS Work Item: Well Construction. Specifications: Inspector on-site for installation of casing, screen, gravel pack, bentonite-sand seals, and cement seal; ensure contractor measures each casing and screen joint and completes necessary tally; verify contractor's casing tally accuracy; ensure screen intervals, gravel pack, and seals constructed per final well design; obtain all back-fill material receipts for OCWD; take accurate count of all construction tremie on site prior to gravel and seal placement; measure and record all tremie pipe installed; calculate and record borehole and back-fill volumes to ensure no bridging during installation; make a field well diagram including accurate depths for screen, casing, gravel pack, seals, and back-fill material volumes.
- Quantity: 1 Unit: LS Work Item: Well Development (including disinfection). Specifications: Inspector on-site; measure and record static and pumping water levels, airline and pump setting depths, discharge rates, field parameters (pH, TDS, EC, temperature, settleable solids); record equipment operation times; collect groundwater samples for OCWD analysis and transport to lab within 24 hours (Consultant provides sample containers, coolers, and chain of custody, keeps samples cold with water ice); disinfect well with 50 ppm sodium hypochlorite solution (12- to 24-hour waiting period), followed by approximately 1 hour airlifting.
- Quantity: 1 Unit: LS Work Item: Site Clean-up, Vault Installation, and Video Survey. Specifications: Conduct daily site visits during clean-up; Inspector on-site during vault installation to ensure surface completion per contract documents; Consultant on-site during video surveys and will obtain DVD copies of survey and report.
- Quantity: 1 Unit: LS Work Item: Well Survey. Specifications: Subcontract state-licensed surveyor; establish survey control using NAD83 horizontal datum coordinates plus NGVD29 and NAVD88 vertical datum; measure coordinates (to nearest 0.1 feet) on well vault lid; measure elevations of ground surface at northwest corner of concrete well pad; measure elevation (to nearest 0.01 feet) at top of well casing with cap removed; final product is a report stamped with a licensed survey seal.
- Quantity: 1 Unit: LS Work Item: Prepare Well Construction Report. Specifications: Prepare Preliminary Draft Well Construction Report for District review; submit 2 hard copies and 1 PDF file (bookmarked, text-searchable) of Final Well Construction Report; report content to include Introduction, Construction Activities Description (by task), Figures (Location Map(s), Final As-Built Well Diagram s, Lithologic Logs), Tables (Well Construction Dates (by task)). Appendices to include Permits, Lithologic Logs, Geophysical Logs, Inspector's Field Reports/Notes, Contractor's Daily Logs, Development Records, Survey Report, Water Quality Sample Results, Photo Log.
