General Project Description

The City of Oxnard is seeking bids from a qualified service provider for Foaming Root Control Services for its Wastewater Division. The project involves furnishing all necessary labor, materials, equipment, and incidental work to apply a chemical herbicide root control agent within existing sanitary sewer mains. The chemical agent must be specifically designed to control tree root intrusions by killing root growth and inhibiting re-growth without damaging vegetation. It must be registered with the EPA and Cal DPR, and applied by Cal DPR certified pesticide applicators using a dense foam generated via air injection into sewer lines. The scope includes treatment of various sewer pipe sizes (6, 8, 10, and 12-inch diameter). The service provider is responsible for protecting wastewater treatment plant processes and receiving waters, providing all necessary traffic control, removing all generated debris, and adhering to Storm Water Quality Management Best Management Practices (BMPs). A guarantee for re-treatment is required if live roots cause blockages or are found within specified periods.
