General Project Description

The City of Palo Alto is seeking proposals from qualified consulting firms to provide general support for its Stormwater Program over a five-year period. The primary purpose is to assist the City in meeting San Francisco Bay Municipal Regional Stormwater National Pollutant Discharge Elimination System (NPDES) Permit Order R2 -2012 -0018 (MRP) requirements. The scope of work focuses on several key areas, including Municipal Operations, New Development and Redevelopment, managing mercury and polychlorinated biphenyls (PCBs), and enhancing Asset Management. The consultant will also be responsible for identifying funding needs, developing a comprehensive compliance budget plan, evaluating and adapting existing programs and City compliance processes. Specific tasks involve the development of Green Infrastructure (GSI) plans and project concepts, site evaluations, performance metrics calculations, compliance training, and ongoing regulatory support.
