General Project Description

The Pasadena Unified School District is requesting proposals from pre-approved firms to provide comprehensive Lab of Record (LOR) and Specialty Inspections & Materials Testing Services for the Franklin Elementary School Multi-Purpose Room, Kitchen, and Administration Building Replacement Project. This Design-Build project involves the fast-tracked rebuild of core facilities, including a new Administration Building, Multipurpose Room with Kitchen, covered walkways, utilities, and supporting infrastructure, following damage from the Eaton Fire in January 2025. Services will be provided on an as-needed basis in accordance with the California Building Code (CBC), California Code of Regulations Title 24, and all applicable Division of the State Architect (DSA) requirements. The scope includes DSA-certified inspections for reinforced concrete, shotcrete, masonry, structural steel welding and bolting, fireproofing, roofing, waterproofing, post-installed anchors, adhesive systems, wood framing, and other structural systems. It also covers field and laboratory testing for concrete, grout, mortar, soils, asphalt, masonry, rebar, structural steel, moisture vapor emissions, compaction, and density, along with reviewing mix designs, material certifications, and conformance, and providing timely documentation.
