General Project Description

The City of Pasadena is seeking proposals from qualified firms to conduct a comprehensive needs assessment for its Glenarm Power Plant. The project's objectives include evaluating current operations, identifying areas for improvement in maintenance and optimization, ensuring compliance with local and federal regulations (e.g., EPA, OSHA, CPUC), and developing strategic recommendations for enhancing the plant's efficiency, safety, and sustainability. The scope encompasses a thorough evaluation of existing power plant infrastructure (including generation equipment, control systems, electrical systems, fuel supply, and waste management), a review of operational procedures and maintenance practices, stakeholder interviews, regulatory compliance checks, risk assessment, and the development of a strategic recommendations report that outlines short-term enhancements, long-term upgrades, and associated cost analyses.
