General Project Description

The Washington Park Stormwater Capture Project involves engineering design services to develop conceptual approaches for diverting stormwater from the East Side Storm Drain, filtering it through a pretreatment unit, and conveying it to an underground storage and groundwater recharge system. The project also includes designing on-site bioretention/infiltration basins and gardens to enhance native vegetation and passive recreation opportunities. The purpose is to achieve pollutant load reductions for bacteria, trash, metals, and sediments, improving water quality in the East Side Storm Drain, Rubio Wash, and Rio Hondo watershed in compliance with NPDES permit requirements. The design services encompass project management, data gathering, site investigations (survey, utilities, geotechnical), preliminary and final design, contract document preparation (plans, specifications, cost estimates, schedules), landscape design, environmental compliance (CEQA, permitting), operations and maintenance plan development, stakeholder engagement, and grant support.
