General Project Description
The City of Pinole is seeking qualified firms to develop a comprehensive municipal buildings decarbonization plan. The project aims to achieve carbon neutrality by 2045, aligning with the Pinole Climate Action and Adaptation Plan (CAAP). The scope of work includes reviewing existing decarbonization efforts, creating a detailed inventory of fossil-fueled equipment in municipal buildings, assessing operational needs, researching market-available clean energy alternatives, evaluating building performance enhancements (e.g., HVAC, resilience, envelope upgrades, EV readiness, PV systems, battery storage, electrical infrastructure upgrades), performing cost/benefit and feasibility analyses, identifying funding sources, developing a prioritized replacement, retrofit, and enhancement schedule through 2035, and facilitating interdepartmental and City Council engagement for plan review and adoption.
