General Project Description

The City of Pinole is seeking qualified firms to provide design-build services for battery energy storage systems (BESS) at two municipal sites: the Pinole Youth Center and the joint Pinole Tiny Tots/Pinole Swim Center. The project's purpose is to advance the City's carbon neutrality goals by 2045, reduce municipal greenhouse gas emissions, and enhance climate resilience in line with its 2024 Pinole Climate Action and Adaptation Plan. The scope includes site assessments, recommending BESS options (minimum 100 kWh for Youth Center and 200 kWh for Tiny Tots/Swim Center), developing complete designs for electrical engineering, solar panel integration, grid connection, battery systems, and obtaining all necessary permits. The selected firm will then be responsible for the installation of the BESS at both sites, ensuring compliance with all applicable state, local, and federal regulations, and securing Permission to Operate (PTO) from PG&E. Project management and subcontractor oversight, including labor tracking and progress reporting, are also required.
