General Project Description

The City of Pinole is seeking Design-Build Services for the installation of Battery Energy Storage Systems (BESS) at two primary sites: the Pinole Youth Center and the Pinole Tiny Tots/Pinole Swim Center. This project is a critical component of the City's 2024 Pinole Climate Action and Adaptation Plan, aiming to advance municipal and community building decarbonization, microgrids, EV charging infrastructure, and climate resilience. The scope includes a comprehensive site assessment, recommendation of suitable BESS options (requiring a minimum of 100 kWh for the Youth Center and 200 kWh for Tiny Tots/Swim Center), detailed electrical engineering design development (including electrical panel upgrades), acquisition of all necessary local, state, and federal permits, complete BESS installations compliant with regulations, and securing Permission to Operate (PTO) from PG&E. Project management and subcontractor oversight, including federal compliance (Build America, Buy America Act and DOE requirements), are also required. Additionally, a renewable microgrid analysis was performed for the Pinole WWTP for potential PV/BESS integration.
