Placer County Water Agency is seeking bids from qualified and interested contractors for the following project titled, Ralston Penstock Interior Relining Project, identified under Solicitation ID: CONTRACT 2025-06. Work is to be performed near 5825 Sunset Dr, Foresthill, CA 95631, USA in Placer County.
General Project Description
This project involves the interior relining of a 1,200-foot-long carbon steel penstock pipe and surge shaft, with external touch-up coating on manholes at PCWA’s Ralston Powerhouse. The scope includes confined space entry procedures, rigging for steep inclined slopes, control of water leak-by during construction, hazardous material removal (existing hot coal tar enamel lining containing lead and PCBs) via abrasive blasting, surface preparation to SSPC-VIS 1, chloride contamination testing, and application of a 50-60 mil thick VOC compliant high-performance industrial epoxy coating to interior surfaces in accordance with SSPC-PA1. Touch-up coating on exterior manhole surfaces will use an acrylic coating. The work also includes inspection and testing of new coatings, site cleanup, and warranty inspection.
