General Project Description
The City of Poway is seeking a qualified contractor to provide comprehensive railroad track inspection services for the Poway-Midland Railroad operation. The scope includes inspecting all track sections, including the train barn, turntable, trestles, switches, ballast, retaining walls, and any other pertinent items. Inspections are required twice annually (typically November and May), with additional on-demand urgent inspections to be scheduled within 7 days. All inspections must be performed solely by contractor staff (no subcontracting) and adhere to the American Public Transportation Association's Rail Transit Track Inspection and Maintenance document APTA RT-F S-S-002-02, Rev. 1, with specific exclusions for Class 2-5 track components, continuous welded rail (CWR) sections, concrete ties, and related CWR installation/practices, pertinent to an insular tourist operation. Following each inspection, the contractor must submit a detailed written report within 14 days, including photos, proposed repairs, estimated repair costs, and categorization of issues (immediate addressing, future items with recommended dates, watch-over-time conditions, and safety hazards).
