General Project Description
The Port of Richmond is seeking proposals from qualified firms to provide specialized graffiti removal services at the General Warehouse Building, a historic industrial structure. The project requires careful removal of graffiti from exterior surfaces (concrete, rebar, metal finishes, roll-up doors) in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. The scope includes pre-cleaning condition assessment and documentation, surface material and graffiti media identification, testing and mock-up of cleaning methods, graffiti removal using non-abrasive methods (low-pressure washing, chemical poultices, biocidal cleaners), manual removal where feasible, and optional recommendation of permeable anti-graffiti coatings. Prohibited methods include sandblasting, power washing above 100 psi, and harsh chemicals. The contractor must provide all labor, tools, equipment, and materials, and dispose of water off-site without runoff as there is no water access on-site. Post-treatment documentation is also required, including methods, materials, photos, and maintenance recommendations.
