General Project Description

The San Bernardino County Flood Control District is seeking professional civil engineering services for the design of a debris basin along Birch Creek. This project aims to mitigate flooding and debris flow impacts in the unincorporated Community of Oak Glen and City of Yucaipa, which have been exacerbated by the 2020 El Dorado Fire. The scope includes hydrology and hydraulics, geotechnical investigations (including borings and laboratory tests), utility coordination (research, notifications, potholing, relocation coordination), right-of-way identification and base mapping, comprehensive surveying (control, boundary, topographic), structural design for reinforced concrete elements (inlet/outlet structures, spillways, headwalls, wingwalls, retaining walls), and environmental compliance documentation (CEQA/NEPA, biological reports, wetland delineation) for regulatory permitting. The design will cover excavations, slope improvements, levee construction, splash pads, closed conduits, transition structures, debris racks, and emergency spillways, with deliverables including various reports, plans, maps, and detailed cost estimates.
