General Project Description

The San Bernardino County Department of Public Works, Solid Waste Management Division, is seeking proposals from qualified firms to provide aerial mapping services for County-owned landfills and disposal sites. These services are essential for compliance with Waste Discharge Requirements, contractual obligations, and Title 27 California Code of Regulations, which mandates periodic surveys for closed sites to document settlement, drainage, and erosion. The contract term is for a maximum of five years, beginning July 1, 2026. The scope of work includes new color aerial photography using manned aircraft or drones (excluding Lidar technology), aerotriangulation, detailed map compilation, digital orthophotography, digital topographic maps (ACAD files with planimetric features, contours, spot elevations, and DTM break lines), and isometric colored photographs of active landfill sites. All deliverables, including various digital files and printed photographs, must adhere to specified mapping standards, photo scales, flight tolerances, and accuracy requirements.

At least 90% of well-defined planimetric features within 0.025" of true position, all within 0.050" of true ground position. Planimetric data adheres to SDSFIE standards. Quantity: Variable Unit: Services Work Item: Map Compilation. Specifications: Mapping limits cover each site (SWMD to provide limits). Contours derived from Photogrammetrically derived DTM (2' intervals in steep terrain). Map contents, symbols, grid system, title blocks, and editing style conform to County standards. Optical train, analytical, or softcopy photogrammetric plotters used.
Quantity: Variable Unit: Services Work Item: Digital Orthophotography. Specifications: Digital raster files produced directly from original film, post-processed with image-dodging software, 1" = 100' scale with 6 inches per pixel resolution.
Quantity: Variable Unit: Services Work Item: Geo-referenced Digital Orthophoto. Specifications: Single color, .TIF format for each entire site.
Quantity: Variable Unit: Services Work Item: Digital Topographic Map. Specifications: ACAD file for each site, including mapping planimetric/features (roadways, buildings, utilities, drainage structures).
Quantity: Variable Unit: Services Work Item: Isometric Photos. Specifications: One isometric colored photograph for each active landfill site projecting a three-dimensional object in a two-dimensional photo.
Quantity: Variable Unit: Services Work Item: Master File. Specifications: Consists of title block in paper space (multiple layouts if multi-sheet site), layer specifications per Task 2 AutoCAD Specs, Topography File referenced in model space.
Quantity: Variable Unit: Services Work Item: Planimetric Features Labeling. Specifications: Labeled per County provided layer list, ground field reconnaissance to refine. County personnel to assist with reconnaissance.

Quantity: Variable Unit: Services Work Item: File and Media Format. Specifications: Digital mapping data in AutoCAD release 2023 file format. Finalized files delivered via consultant-provided FTP site, flash drive, memory card, CD, or external hard drive.
Quantity: Variable Unit: Services Work Item: Drawing Elements. Specifications: All contour line work as 2D poly-lines with elevation in "Z" field. Spot elevations and break lines at correct elevation. Text 0.1" height (except title block).
Quantity: Variable Unit: Services Work Item: DTM File. Specifications: ASCII format, same as used for mapping contours, sufficient density and distribution for generating 1' contours, includes spot elevations and break lines.
Quantity: Variable Unit: Services Work Item: Aerial Photography Completion. Specifications: Within ten (10) calendar days after Notice to Proceed and aerial control established by County Surveyor, weather permitting.
Quantity: Variable Unit: Services Work Item: Preliminary Aerial Maps. Specifications: On white bond paper and electronically. Delivered within twenty-one (21) calendar days following aerial photography of each site.
Quantity: Variable Unit: Services Work Item: Final Electronic Aerial Map Files. Specifications: Electronic signatured PDF copy. Delivered via FTP site, flash drive, memory card, CD, or external hard drive within fourteen (14) calendar days following review and acceptance of Preliminary Aerial Maps. Electronic signature to abide by UETA.
Quantity: Variable Unit: Services Work Item: Final Digital Copy of Photographs. Specifications: In TIF format with associated TIFF World File for geo-referencing to local control or California Coordinate System (Zone 5, NAD-83, NGVD-29). Delivered following review and acceptance of preliminary prints and 22"x28" isometric photographs.
