General Project Description

The City of San Carlos is soliciting proposals from qualified consultant teams to update its Climate Mitigation and Adaptation Plan (CMAP). This update will fulfill CEQA mitigation requirements from the 2045 General Plan Reset project and establish a comprehensive framework for future climate action and resilience. The scope includes updating greenhouse gas emissions inventories, performing climate vulnerability assessments, developing mitigation and adaptation strategies, creating an implementation and monitoring plan, and conducting the necessary CEQA environmental review. The project involves extensive consultant-led public engagement, stakeholder interactions, and ongoing coordination with City staff and various commissions.
