General Project Description

The project requires a contractor to design, implement, and conduct an Exposure Characterization Study for the County of San Diego's Tijuana River Valley Chemical Pollution Impact Investigation. The study aims to identify, characterize, and model key atmospheric chemical pollutants impacting public health due to cross-boundary sewage and pollution flow in the Tijuana River Valley. The scope includes taking samples of emissions, chemically analyzing them, identifying pollutants, assessing emission rates, modeling atmospheric dispersion using tools like AERMOD/CALPUFF, conducting field validation through air sampling, comparing modeled concentrations to OEHHA Reference Exposure Levels, and developing a web-based exposure software model. The study will focus on residential, school, and community areas within Imperial Beach, Nestor, San Ysidro, and surrounding Tijuana River Valley communities. Data collection and reporting, including draft and final study protocols and quarterly progress reports, along with community engagement, are also required.
