General Project Description

The project involves providing Construction Manager at Risk (CMAR) services for the preconstruction and potential construction phases of upgrades at the Las Colinas Detention & Reentry Facility. The scope includes extensive Americans with Disabilities Act (ADA) compliance renovations, such as modifications to inmate showers, toilets, and cells (floor leveling, grab bars, stainless-steel panels, plumbing fixtures, bed adjustments, dispenser relocation). It also covers ADA cubicle renovations (bookcase removal, new beds, braille signage), dayroom modifications (tables, phone/pencil sharpener lowering, path of travel adjustments), and installation of auto opener/closers for entry doors connected to fire alarm and security systems. Key mechanical upgrades include the demolition and replacement of two kitchen sinks with ADA models, installation of a free-standing single-person elevator, and an accessible inclined wheelchair lift. The project also entails replacing approximately 57 existing Air Handling Units (AHUs) with like-for-like units, and upsizing 13 AHUs with larger coils and new ductwork, all structurally anchored and reconnected to existing electrical and fire alarm panels. Wireless thermostats and CO2 sensors will be replaced with new anti-ligature compliant units. Future contract options include replacing water heaters with A/C units and adding a new chiller and tower, as well as parking lot expansion by re-laying out existing areas, removing planter beds/walkways, or expanding into unused surrounding land. The CMAR will collaborate on design, constructability, cost, and schedule to develop a Guaranteed Maximum Price (GMP).
