General Project Description

This Request for Qualifications (RFQ) seeks to identify and pre-qualify developers or development teams with management and development experience to create a pool of prequalified vendors. These vendors will be considered for anticipated future funding opportunities to develop a broad range of affordable housing projects across San Joaquin County. The projects may include the creation of new units, acquisition and rehabilitation of existing units, or conversion of existing structures, encompassing permanent housing, permanent supportive housing, transitional housing, project-based housing, multi-family housing, shared housing, emergency housing, and alternative housing (e.g., tiny homes, ADUs), which may include wraparound supportive services. Contractors will be responsible for a comprehensive range of activities, including finance planning, predevelopment, architectural plans, land use entitlements and permitting, project scheduling, securing additional funding, budget development, supportive services planning, coordination of activities, financial guarantees, compliance with funding sources, construction bid solicitation, construction oversight, and ensuring compliance with all building codes and other regulatory requirements.
