General Project Description

This Request for Proposal (RFP) is solicited by the County of San Luis Obispo for professional engineering services for the Los Osos Landfill Post Closure Activities. The project's purpose is to establish a 3-year contract, with an option for two 1-year extensions, to ensure continuous compliance with all applicable local, State, and Federal regulatory requirements and support the County's operational, reporting, and long-term environmental obligations for the closed Class III non-hazardous municipal solid waste landfill. The scope includes broad functions of project management, post-closure maintenance activities, and corrective actions in accordance with California Code of Regulations (CCR) Title 27 and various regulatory orders and permits. Services are categorized into Routine Services for ongoing regulatory compliance and As-Needed Services for additional planning, engineering, studies, modeling, design, cost estimating, system optimization, grant support, and construction-related services for post-closure maintenance, corrective actions, and other operational activities at the landfill. Specific routine tasks encompass contract administration, coordination meetings, communications, Landfill Waste Discharge Requirements (WDR) and Monitoring and Reporting Program (MRP) reporting, Quarterly Corrective Action Progress Reporting, and NPDES General Permit reporting. As-needed tasks may address new regulations, operational needs, treatment system optimization, facility maintenance, and grant applications.
