San Luis Obispo County is seeking bids from qualified and interested contractors for the following project titled, REQUEST FOR PROPOSAL #1943 Zone 1/1A and Arroyo Grande Creek Watershed Programs Funding Project, identified under Solicitation ID: 1943. General Project Description

The County of San Luis Obispo is soliciting proposals for professional consultant services to establish a two-year contract primarily to update Prop 218 assessments for the Zone 1/1A program. The project also includes optional tasks to evaluate watershed-scale and other funding options for additional programs in the Arroyo Grande Creek Watershed. This broader scope covers maintenance for existing District-owned properties, programs and projects identified in the Arroyo Grande Creek Watershed Action Plan (including habitat conservation for the Lopez Project and Tally Ho Creek sediment and vegetation management). The consultant's work will involve supporting preliminary cost estimates aligned with Prop 218 requirements, updating and using models for benefits assessments, exploring existing and modified funding structures, identifying stakeholder preferences, identifying additional governance structures, and outlining steps for pursuing preferred funding options. The selected team must demonstrate multidisciplinary expertise in areas such as flood protection, habitat, and watershed management. The overall scope includes project management, documentation, data acquisition and review, revenue requirements identification, funding alternatives analysis and selection, and detailed planning and implementation of preferred alternatives.
