General Project Description

The Santa Barbara Unified School District is seeking proposals from Energy Services Companies (ESCOs) to conduct an Investment Grade Audit (IGA) and subsequently implement energy and water conservation measures across multiple district school facilities. The comprehensive project aims to improve the learning and working environment, incorporate green building principles, reduce greenhouse gas emissions, and advance the district's overall energy efficiency and sustainability goals. The scope includes the IGA, detailed design and engineering of identified Energy Conservation Measures (ECMs), ongoing Measurement & Verification (M&V) activities, equipment performance monitoring, annual training for facility staff, and warranty management. Potential conservation measures specifically mentioned include building envelope weatherization and insulation, transformer replacements, and Battery Energy Storage Systems (BESS), with opportunities to expand existing solar capacity. The ESCO is responsible for verifying construction completion, utilizing either a third-party consultant or internal staff.
