Santa Barbara County Association of Governments (SBCAG) is seeking bids from qualified and interested contractors for the following project titled, State Route 135 Comprehensive Corridor Study, identified under Solicitation ID: 2025-RFP-028. Work is to be performed near 260 N San Antonio Rd, Santa Barbara, CA 93110, USA in Santa Barbara County.

General Project Description

The State Route 135 Comprehensive Corridor Study aims to assess improvements along the SR 135 corridor between Orcutt, Santa Maria, and US-101 in Northern Santa Barbara County. The scope involves identifying multimodal projects (roadway, transit, bicycle, pedestrian, freight), establishing near- and long-term implementation priorities, and assessing Bus Rapid Transit (BRT) service. The study specifically addresses enhancements in safety, mobility, congestion, access management, and greenhouse gas (GHG) emissions reduction, with a focus on benefiting all road users, including disadvantaged communities. The primary deliverable is a comprehensive planning document.

Specifications: Analyze existing conditions data (from Task 1) with working group/stakeholders, identify transportation issues (congestion, multimodal travel, BRT/non-BRT transit, bicycle/pedestrian safety, freight/goods movement, school zone circulation/safety), conduct demographic analysis (economic/demographic forecasts), develop policies/strategies for transportation system improvements.
  • Quantity: 1  Unit: LS  Work Item: Task 3: Public Outreach Strategy and Implementation. Specifications: Engage disadvantaged communities, conduct virtual and in-person outreach (online surveys, flyers, project website, Story Map, presentations, workshops, community events), develop all materials in English and Spanish, provide professional Spanish interpreter services, conduct three public input phases (initial outreach for needs/ideas, second round for conceptual improvements, final phase for draft report review).
  • Quantity: 1  Unit: LS  Work Item: Task 4: Working Group, Advisory Committee, and Board Meetings. Specifications: Consultant team participation in bi-weekly working group meetings, attendance and presentation at four stakeholder advisory committee meetings, two Technical Transportation Advisory Committee meetings, three North County Subregional Planning Committee meetings, and two SBCAG Board of Directors meetings. Deliverables include meeting agendas, notes, and materials.

Specifications: Develop a list of strategies, policies, and projects (including implementation cost estimate, categorization by issue type, priority level, and responsible agency) based on prior analysis, existing conditions, and public/stakeholder input. Present draft study to project working group, stakeholders, public, and TTAC.
  • Quantity: 1  Unit: LS  Work Item: Task 6: Board Review/Approval. Specifications: Present final SR 135 Comprehensive Corridor Study to the SBCAG Board of Directors for adoption/approval. Deliverables include Board Agenda, presentation materials, and adopting resolution.
  • Quantity: 1  Unit: LS  Work Item: Logo and Website Redesign. Specifications: Coordinate with public information manager to complete a new SBCAG logo and comprehensive WordPress website redesign, ensuring ADA/accessibility compliance, natively designed Spanish-language parallel site, state/federal performance/security requirements, mobile responsiveness, and SEO. Conduct assessment, develop sitemap, style guide, content suggestions, design themes, advise on public participation/engagement WordPress plugins, ensure compatibility with iCompass, provide ongoing website technical assistance, and conduct staff training. Develop a new logo (minimum five designs, three rounds of internal review, logo usage style guide).
