General Project Description

This project involves the furnishing, installation, programming, and testing of a complete, fully functional Laser Intrusion Detection System (LIDS) on elevated guideways (Tasman East, Hamilton) and the Diridon tunnel. The purpose is to detect human and other object intrusion into these areas, excluding light rail vehicles, and transmit audio/visual alarm conditions to the VTA's Operations Control Center (OCC). The contractor will provide all labor, materials, tools, equipment, services, supervision, and incidentals to procure, replace, and/or upgrade the LIDS. This includes installing field monitoring equipment (sensors, cameras, communication devices), fiber optic cable through existing conduits, integrating field devices with existing communication systems, and configuring SCADA for remote monitoring and alarm display. The system must discriminate between human intruders and other objects, allow train traffic, and be capable of sending summarized intrusion and malfunction alarms to OCC.

Quantity: 1 Unit: LS Work Item: Furnish and install LIDS Control Cabinet (NEMA 4 or better, 16 gauge 316 stainless steel, brushed finish, padlock provision).
Quantity: 1 Unit: EA Work Item: Furnish and install LIDS Programmable Logic Controller (PLC) (Allen Bradley Compactlogix 5480 or equal, with specific input/output features).
Quantity: 1 Unit: EA Work Item: Furnish and install Remote IO Units (Allen Bradley 5094, Flex 5000 modules, Moxa I/O Logik E1212 or Equal).
Quantity: 1 Unit: LS Work Item: Provide power and communication cabling according to specified standards (stranded copper, thermoplastic insulation, outdoor/rodent-resistant power cables, Shielded CAT6A for alarm, 24 strand single mode fiber for communication).
Quantity: 1 Unit: LS Work Item: Provide Uninterrupted Power Supply (UPS) (Eaton 9PX3000RT-L or approved equal, seismically braced, 2-hour backup).
Quantity: 1 Unit: LS Work Item: Demolish existing LIDS equipment, cabinet, and cabling.
Quantity: 1 Unit: LS Work Item: Test, calibrate, and configure LIDS system equipment, including Factory Acceptance Test (FAT), Installation Verification Test (IVT), Site Acceptance Test (SAT), and SCADA system integration testing.
Quantity: 1 Unit: LS Work Item: Provide manufacturer recommended spare parts for the first three years, including laser scanner, switches, lidar processor, thermal imaging camera, and power supply.
