Unofficial Notice of Invitation to Bid (NIB)

Santa Cruz City is seeking bids from qualified and interested contractors for the following project titled, Coral Street Residential Substan Use Disorder Navigation Center, identified under Solicitation ID: RFP No. EDH-0265. Work is to be performed near 809 Center St room 101, Santa Cruz, CA 95060, USA in Santa Cruz County.

General Project Description

The project is a Request for Proposal for Design Services for the Coral Street Residential Substance Use Disorder (SUD) Navigation Center in Santa Cruz. The objective is to design a new facility to provide low-barrier, service-enriched shelter for a minimum of 50 individuals, focusing on helping residents obtain permanent housing. Services will include behavioral health services and SUD treatment tailored to ASAM levels 3.1, 3.2WM, and 3.5. The scope of work includes delivering a conceptual plan, schematic design, and construction drawings (Design-Bid-Build model) for a new build facility, which entails demolishing an existing building and designing elements such as parking, a commercial kitchen, and a building management system. Sustainable design is encouraged, and potential environmental remediation (e.g., soil removal, vapor barrier) may be required based on prior environmental site assessments. The design team is expected to maximize functionality and program use for the 0.64-acre site, accommodating 50 licensed beds of SUD residential care.
