Unofficial Notice of Invitation to Bid (NIB)

Santa Monica City is seeking bids from qualified and interested contractors for the following project titled, Ground Water Production Well SM-14 Drilling, identified under Solicitation ID: SP2773. Work is to be performed near 1819 Stewart St, Santa Monica, CA 90404, USA in Los Angeles County.

General Project Description

This project involves the construction of a replacement municipal-supply water production well (SM-14) for the City of Santa Monica, targeting an operational production rate of 900-1,000 gallons per minute (gpm). The scope of work includes reverse circulation drilling of a pilot borehole up to 800 ft bgs, followed by downhole geophysical surveying, isolated aquifer zone testing, and reaming of the pilot borehole to specific diameters. The project requires the installation of conductor casing (36-inch OD low carbon steel), blank well casing (14-inch ID Type 304L stainless steel), louvered well casing (14-inch ID Type 304L stainless steel with 0.055-inch slots), gravel feed tube (3-inch ID Schedule 40 Type 304L stainless steel), pressure transducer tube (2-inch ID Schedule 40 Type 304L stainless steel), camera tube (4-inch ID Schedule 40 Type 304L stainless steel), and a 3-inch ID air vent tube. Further work includes mechanical and chemical well development, conducting pumping tests (12-hour step drawdown and 48-hour constant rate), dynamic and static spinner surveys, color video surveys of the completed well, well disinfection and capping, and potential abandonment/destruction of the pilot hole or well if necessary. All work must comply with local codes, State of California Water Well Standards, and American Water Works Association (AWWA) Standards, and requires obtaining necessary permits including LACD PH water well permit and a City business license. The Contractor is also responsible for proper temporary storage, treatment (using Granular Activated Carbon (GAC) adsorption system), and discharge of well development and testing fluids in compliance with NPDES permit and SMMC 5.20.040 requirements.
