Scotts Valley City is seeking bids from qualified and interested contractors for the following project titled, Scotts Valley Town Center Core, a Mixed -Use Development, identified under Solicitation ID: GEN-0005. Work is to be performed near 1 Civic Center Dr, Scotts Valley, CA 95066, USA in Santa Cruz County.
General Project Description
The project is a Request for Proposals (RFP) from qualified development teams to develop the Scotts Valley Town Center Core, an approximately 18-acre mixed-use site owned by the City in the center of Scotts Valley, adjacent to Mount Hermon Road and Skypark. The vision is to create a vibrant, pedestrian and bike-friendly downtown with a dynamic blend of commercial and residential spaces. The development will include at least 300 residential units (25% deed-restricted affordable housing), 20,000-40,000 square feet of commercial space for retail and restaurants, public plazas (with features like a splashpad and an iconic tower), walkable streets, and bike paths. The selected developer will be responsible for land development, substantial infrastructure improvements (on-site roads, utilities, lighting, traffic signals, parking), environmental mitigation, and the long-term operation and maintenance of the retail, housing, and public realm components. The project requires adherence to the 2025 Scotts Valley Town Center Specific Plan, California Environmental Quality Act (CEQA) requirements, and the Surplus Lands Act.
