General Project Description
The City of Simi Valley is requesting proposals from qualified consulting firms to provide design services for the Water Quality Control Plant (WQCP) Digesters 3 and 4 Mixer Retrofit Design. The project entails replacing existing mixing systems in both Digesters 3 and 4, rehabilitating Digester 3, and performing touch-up coating work and adding two steel cover plates to Digester 4. Digester 4 previously received rehabilitation including a new heat exchanger, gas piping, and coating. The design effort will include MEPICS (Mechanical, Electrical, Process, Instrumentation, Controls, Structural) plans and specifications, including computational fluid dynamic (CFD) modeling of mixer systems, electrical upgrades, structural and coating designs, and startup specifications. The final design is intended for a bid release in July 2026.
