Torrance City is seeking bids from qualified and interested contractors for the following project titled, Owner's Representative Services for Planning, Design, and Construction of a New Parking Structure Located at Transit Regional Center, identified under Solicitation ID: B2025-28. General Project Description

The City of Torrance is soliciting proposals from qualified firms to provide Owner's Representative (Owner's Rep) services for the planning, design, and construction of a new multi-level parking structure at the Torrance Transit Regional Center (TTRC). The selected firm will act as the City's primary liaison and provide independent project management, technical oversight, and advisory services throughout all phases of the Design-Build process, from procurement to closeout. The project will be executed in two major phases: Phase 1 involves a Temporary Parking Lot to support transit operations during main construction (Late 2026 – Early 2027), and Phase 2 is the Permanent Parking Structure (multi-level facility with 500+ structured parking stalls, lighting, access controls, landscaping, and related site improvements), including design and construction (2027 – 2028). Key anticipated elements for the permanent structure include integration with existing bus bays, drop-off zones, pedestrian circulation, ADA-compliant routes, accessible parking, elevator systems, Electric Vehicle (EV) charging infrastructure, photovoltaic canopy, secure bicycle storage, lighting upgrades, stormwater retention, and landscape improvements consistent with LID requirements.
