General Project Description
The City of Ukiah is seeking qualified contractors for oil processing, internal inspection, and testing of Transformer TR-2 at its Orchard Substation. The project involves draining and storing transformer oil, inspecting the tank interior to identify the source of electrical arcing and providing remediation recommendations. The scope requires processing, filtering, de-gassing, and drying the transformer oil prior to vacuum refilling, and performing post-repair testing in accordance with IEEE C57 series, ASTM, NETA, and CAL/OSHA standards, including confined space entry and electrical safety. The contractor must also conduct acceptance testing and submit a final report with oil analysis, inspection findings, root cause assessment, and test results.
