Victorville City is seeking bids from qualified and interested contractors for the following project titled, SINGLE JURISDICTION LOCAL HAZARD MITIGATION PLAN UPDATE, identified under Solicitation ID: MS26-076. General Project Description
The City of Victorville is seeking a qualified consulting firm to update its 2021 FEMA-approved Single-Jurisdiction Local Hazard Mitigation Plan (SJLHMP). The project involves managing, coordinating, preparing, and administering the update process, including planning, analysis, public engagement, documentation, and administrative tasks. The update must comply with FEMA and Cal OES requirements, reflect evolving hazard conditions, address climate change impacts, update risk assessments, develop comprehensive mitigation strategies, and integrate with existing City plans. The project goal is to produce a fully compliant SJLHMP for FEMA approval and subsequent adoption by the Victorville City Council.

- Quantity: - Unit: LS Work Item: Project Management and Coordination. Specifications: Serve as lead author for the final SJLHMP, ensuring compliance with 44 CFR § 201.6, FEMA's Local Mitigation Planning Policy Guide (2022), and Local Mitigation Planning Handbook (2023). Provide regular project management updates, written status reports, meeting summaries, master project schedule updates, and deliverables tracking.
- Quantity: - Unit: LS Work Item: Hazard Identification and Capability Assessment. Specifications: Develop SJLHMP elements for planning area, resources, community capabilities, and risk assessment (Elements B and C). Update descriptions of all hazards affecting the City, review planning area boundaries, and prepare a map. Assess existing hazard mitigation capabilities including authorities, policies, programs, regulations, plans, funding and resources, building codes, land use, and development ordinances. Review state, federal, and local data sources, including GIS technology, to identify natural and human-caused hazards. Gather historical event data (extent, frequency/probability, spatial variation) and document new or emerging hazards. Present a history of past hazard events. Review California State and San Bernardino County Hazard Mitigation Plans.

Specifications: Update risk assessments for identified hazards, evaluating location, extent, history, probability, vulnerability, and impacts. Profile new hazards and update existing profiles. Assess risk to community assets, systems, and populations, including potential damage estimation, population impacts, climate change projections, repetitively flooded NFIP-insured structures, land use patterns, and development trends. Emphasize risk to socially vulnerable populations and those with access and functional needs. Conduct loss estimations using Hazus Level 2 or other FEMA-approved methodologies.
- Quantity: - Unit: LS Work Item: Mitigation Strategy Development. Specifications: Inform the mitigation strategy directly from updated risk assessment results, ensuring each proposed action addresses identified hazards, vulnerabilities, and impacts. Review and document prior mitigation actions, their status, and improvements to infrastructure, warning systems, and community preparedness. Designate a representative for FEMA National Flood Insurance Program (NFIP) requirements.
- Quantity: - Unit: LS Work Item: Plan Preparation and Drafting. Specifications: Document all mitigation actions considered, linking them to identified vulnerabilities/impacts. Integrate the final mitigation strategy into other local plans and capital improvement programs. Designate the City's Risk Manager as Chair and primary point of contact for the Local Planning Team (LPT). Serve as lead author for plan drafting, input integration, and compliance with Disaster Mitigation Act (DMA) and Flood Mitigation Assistance (FMA) requirements. Update the plan according to relevant FEMA and Cal OES guidance. Develop the first draft of the SJLHMP, including planning area definition, LPT establishment and roles, outreach strategy, capabilities and resources assessment, in-depth risk assessment, mitigation strategy, plan maintenance, and public involvement strategy. Present first draft to LPT, incorporate feedback, post for public review. Submit updated draft to Cal OES for review and comment, revise, and resubmit to FEMA.
- Quantity: - Unit: LS Work Item: Public Outreach and Stakeholder Engagement. Specifications: Document each step of the planning process, including meeting schedules, attendance, discussion topics, and decisions. Provide multiple opportunities for public and stakeholder participation (website updates, social media, informational booths, city events, email outreach, educational workshops, surveys, questionnaires, public meetings). Engage a broad range of stakeholders and ensure active inclusion of underserved communities and vulnerable populations. Create tailored outreach campaigns and document all input. Conduct at least four (4) planning team meetings, with at least two (2) including public and stakeholder participation.
- Quantity: - Unit: LS Work Item: Plan Review, Approval, and Adoption. Specifications: Confirm final draft meets 44 CFR Part 201 requirements and FEMA Local Mitigation Planning Handbook/Policy. Submit to Cal OES for state-level review. Revise as requested by Cal OES or FEMA. Schedule City Council adoption of the approved plan. Submit all adoption resolutions to FEMA for final review and recordkeeping. Distribute the approved plan to the public, stakeholders, and participating agencies.
