General Project Description
The City of Yuba City is seeking professional engineering services to develop a comprehensive Electric Vehicle (EV) Infrastructure Plan. This plan aims to establish a strategy for advancing EV adoption, infrastructure development, and equitable distribution of EV benefits, with a focus on Disadvantaged Communities (DAC). The scope includes evaluating existing EV infrastructure, identifying needs, conducting site feasibility studies, developing preliminary designs, researching funding sources, and extensive community engagement through various channels, ultimately culminating in a final actionable plan.
General Bid Items
- Quantity: 1 Unit: LS Work Item: Task 1 - Existing Conditions Review and Audit. Specifications: Review City General Plan elements, local/regional/state transportation plans, literature on EV infrastructure best practices, extant environmental studies, demographic data (including DACs), traffic/circulation data. Conduct an audit of existing EV infrastructure within City Limits, including site visits, photographs, field notes on land uses, assets, needs, adjacent infrastructure, destinations, and public transit access points.
- Quantity: 1 Unit: LS Work Item: Task 1 - Existing Conditions Deliverables. Specifications: Provide a list of reviewed documents, tables/lists summarizing collected data, a memo summarizing findings, and a map summarizing collected data (for online posting).
- Quantity: 1 Unit: LS Work Item: Task 2 - Infrastructure Analysis and Site Identification. Specifications: Analyze existing plans, information, and current/future EV usage. Identify engineering, right-of-way, and environmental requirements, and outline scopes of work, cost estimates, potential obstacles, and solutions timelines for identified projects. Conduct site feasibility and cost analysis studies for EV charging station locations, prioritizing sites to maximize installed chargers.
- Quantity: 1 Unit: LS Work Item: Task 2 - Plan Development and Funding Identification. Specifications: Develop initial user-friendly preliminary design plans, illustrations, and talking points for community and stakeholder outreach. Research network standards and equipment to meet City and grant minimums. Identify potential statewide and other funding sources to optimize the project and leverage available funding.
- Quantity: 1 Unit: LS Work Item: Task 2 - Analysis Deliverables. Specifications: Provide an inventory of findings, photographs, and field notes; a memo summarizing findings and recommendations; maps and lists of sites for future deployment of charging infrastructure; a list of potential projects, initial design plans, illustrations, and talking points; a list of potential vendors and utility companies for coordination; and a list of recommended/potential funding and implementation resources.

Specifications: Develop an outreach and marketing strategy including schedule, notification plan, materials list, and key stakeholders. Develop aesthetically pleasing outreach materials (flyers, information sheets, presentations, survey tools) in English, Spanish, and Punjabi.

Specifications: Schedule and prepare for a minimum of three public community meetings, including presentations at existing meetings in DACs, and 5-10 focus group meetings (with at least five focusing on DACs). Distribute a project survey at events and via City communication channels. Develop and maintain online content for a project webpage, including translation capabilities and feedback tools.

Specifications: Provide a project webpage, outreach and marketing strategy staff reports, advertising copies of invitations (newspaper notices, social media posts, handouts, posters), bilingual services provided, meeting agendas/sign-in sheets, meeting presentations, photographs of meetings, survey results, and reports summarizing public feedback.
- Quantity: 1 Unit: LS Work Item: Task 4 - Draft and Final Plan Development. Specifications: Develop an 80% complete Draft Yuba City Electric Vehicle Infrastructure Plan for review by City staff, stakeholders, Caltrans, and public comment. Incorporate all feedback and edits. Develop the 100% Final Yuba City Electric Vehicle Infrastructure Plan, including a multi-pronged implementation plan, submitted as an ADA accessible electronic copy to Caltrans with appropriate credits.
- Quantity: 1 Unit: LS Work Item: Task 4 - Plan Deliverables. Specifications: Provide the 80% Complete Draft of the Yuba City Electric Vehicle Infrastructure Plan, documentation of feedback and/or edits received from reviewers, and the Final Yuba City Electric Vehicle Infrastructure Plan.
