Zone 7 Water Agency - California is seeking bids from qualified and interested contractors for the following project titled, 2026 Five-Year Periodic Evaluation of the Alternative Groundwater Sustainability Plan for the Livermore Valley Groundwater Basin, identified under Solicitation ID: RFP-2025-124. Work is to be performed near 100 N Canyons Pkwy, Livermore, CA 94551, USA in Alameda County.

General Project Description

The project involves the 2026 Five-Year Periodic Evaluation of the Alternative Groundwater Sustainability Plan (2026 Alt-GSP) for the Livermore Valley Groundwater Basin. Zone 7 Water Agency is seeking qualified consultants to perform this evaluation, provide support for upcoming annual reports, and ensure compliance with the Sustainable Groundwater Management Act (SGMA). The scope includes reviewing and updating the Alt-GSP, conducting a basin setting review including detailed analysis of the hydrogeologic conceptual model (HCM), groundwater storage, groundwater quality, Groundwater Dependent Ecosystems (GDEs) and Interconnected Surface Water (ICSW), and the water budget. Consultants will also be responsible for evaluating and refining Sustainable Management Criteria (SMCs), reviewing the existing monitoring network, compiling a comprehensive final report, and providing ongoing support for future annual reports, data management, and supplemental technical services. Project management, including regular communications, progress meetings, and budget oversight, is also required.

Specifications: Conduct thorough review of Zone 7’s 2021 Alt-GSP and DWR’s periodic evaluation (dated June 27, 2024); update, modify, or improve entire Alt-GSP to reflect current data, information, conditions, and comply with DWR Guidance Documents and Best Management Practices (BMPs). Deliverable: Proposed 2026 Alt-GSP report outline.
  • Quantity: -  Unit: -  Work Item: Task 2 – Basin Setting Review and Update. Specifications: Conduct a general evaluation and update of the sections listed under “Basin Setting” in the 2021 Alt-GSP.
  • Quantity: -  Unit: -  Work Item: Task 2.1 – Update Hydrogeologic Conceptual Model. Specifications: Review and update the hydrogeologic framework based on insights from recently completed groundwater modeling work, such as geophysical investigations (Attachment D), and update the Hydrogeologic Conceptual Model using the Leapfrog 3D Geologic Modeling Software Program (Attachment E). Deliverable: Updated “Hydrogeologic Conceptual Model” section, including updated cross sections along similar traces as presented in the 2021 Alt-GSP.
  • Quantity: -  Unit: -  Work Item: Task 2.2 – Groundwater Storage Update. Specifications: Conduct quality control and assurance of available data and information to calculate total basin storage capacity and discrete storage capacity for each subarea; evaluate Zone 7’s current annual storage calculation methods to identify sources of discrepancies; recommend effective and sound method(s) (e.g., using the groundwater model); and calculate discrete basin storage volumes. Deliverables: Technical Memorandum documenting evaluation results and recommended methods; Updated “Groundwater Storage” section in 2026 Alt-GSP.

Specifications: Review and update current groundwater quality conditions for regulated constituents and emerging Constituents of Concern (COCs) in terms of SGMA compliance. Deliverable: Updated “Groundwater Quality” section in the 2026 Alt-GSP with an emphasis on discussing current groundwater quality conditions.
  • Quantity: -  Unit: -  Work Item: Task 2.4 – Groundwater Dependent Ecosystems (GDEs) & Interconnected Surface Water (ICSW) Evaluation. Specifications: Review available data and verify identification, characterization, and monitoring of “likely GDEs” and “potential ICSW” sites consistent with DWR SGMA guidelines; prepare necessary discussion; review existing studies and data for discussion of verified GDEs and ICSWs sites; and develop necessary management actions in consultation with Zone 7 staff. Deliverables: Updated “Groundwater Dependent Ecosystems” and “Interconnected Surface Water Systems” sections in the 2026 Alt-GSP.

Specifications: Perform a thorough review of Zone 7’s current Hydrologic Inventory (water budget); recommend improvements and/or a more effective, sound method for calculating the basin water budget; prepare the basin water budget with an emphasis on reviewing and recalculating indirect calculated components (e.g., stream recharge, Mining Area losses) to improve overall water budget. Deliverables: Collaborative work with Zone 7 staff to identify water budget improvement areas; Technical Memorandum summarizing discussions and recommendations for improved calculations; water budget calculation using an approved method; Update to the “Water Budget Information” section in the 7 Alt-GSP.
  • Quantity: -  Unit: -  Work Item: Task 3 – Evaluate Meeting Sustainable Management Criteria. Specifications: Review and evaluate meeting Sustainability Goals and Criteria from the 2021 Alt-GSP for each applicable Sustainability Indicator; if necessary, refine or develop Sustainable Management Criteria (SMCs) in cooperation with Zone 7 staff. Deliverables: Meeting minutes/summaries for SMC review/refinement; Updated “Sustainable Management Criteria” section in the 2026 Alt-GSP including description of updates, modifications, and applied methods.
  • Quantity: -  Unit: -  Work Item: Task 4 – Monitoring Network Review. Specifications: Review monitoring networks for each program, evaluate completeness and effectiveness, and identify any monitoring network gaps; address DWR’s corrective action #1 (Attachment C) and ensure consistency with information in DWR’s SGMA Portal Monitoring Network Module. Deliverables: Updated “Monitoring Network” section in the 2026 Alt-GSP, including description, tables, maps for all monitoring programs, and description of significant updates.

Specifications: Compile necessary data and information and prepare the 2026 Five-Year Periodic Evaluation of the Alternative Groundwater Sustainability Plan (2026 Alt-GSP) for the Livermore Valley Groundwater Basin, incorporating materials from Tasks 1-5 (text, tables, figures, appendices, references). This includes drafting and compiling a working administrative draft, final draft, and the final report for submittal, with revisions based on Zone 7 staff comments. Deliverables: Administrative and final Drafts of the “2026 Five-Year Periodic Evaluation of the Alternative Groundwater Sustainability Plan for the Livermore Valley Groundwater Basin” Report in MS Word and PDF formats; Materials to support a presentation at a Board meeting; Final report conforming to SGMA Portal upload requirements.

Deliverables: Workshop minutes or summaries; Technical Memorandum recommending data management and database improvements/alternatives, implementation schedules, and cost estimates.

Specifications: Provide supplemental analytical or technical services to support Zone 7’s sustainable groundwater management and SGMA compliance, with prior written authorization from Zone 7 (approx. 160 hours). Examples include analytical methods refinement, modeling support, hydrogeologic investigation support, and technical analyses. Deliverable: Technical services to provide necessary support as directed by Zone 7 staff.
