Orange City is seeking bids from qualified and interested contractors for the following project titled, Hart Park Pool Operations and Aquatics Programming, identified under Solicitation ID: 25-26.10. Work is to be performed near 701 S Glassell St, Orange, CA 92866, USA in Orange County.

General Project Description

The City of Orange is seeking proposals from qualified professional aquatics management firms to manage and supervise the daily operations, programming, and maintenance of the Hart Park Pool facility. The scope includes staffing (lifeguards, swim instructors, pool managers), safety programs, development and implementation of comprehensive aquatics programs (recreational swim, swim lessons, lap swim), and routine and preventative maintenance of existing pool equipment. The successful Contractor will ensure the facility is safe, inclusive, accessible, and properly maintained in accordance with industry standards and health codes.

  • Quantity: 1  Unit: EA  Work Item: Annual Preventative Maintenance for 2 Raypak Xtherm 2005A Pool Heaters. Specifications: Service includes shut down, isolation, removal/cleaning of gas train, burner, heat exchanger; replacement of flame rod sensor (Qty: 2) and igniter (Qty: 2); reassembly & testing; adjustments of gas valves, blowers, barometric damper, negative draft (-.02" to -.08"), high/low water cut off, oil boost pump (if equipped); adjustment of inlet water temp to 105 F and bypass.

  • Quantity: 1  Unit: EA  Work Item: Chemical Controller Service for 2 Evoqua Depolox Pool E 700P Chemical Controllers. Specifications: Performed twice annually. Download programming, verify pH safety flow switch, calibrate controller to manufacturer specification, hook up signal generator, confirm controller tracks, perform digital water tests, replace ORP and pH sensors, operator training.

  • Quantity: 1  Unit: EA  Work Item: Chemical Metering Pump Service for 2x EMEC “K” Series for acid delivery and 2x EMEC “C” Series for chlorine delivery. Specifications: Performed annually per manufacturer recommendations, rebuild annually. Remove wet end for diaphragm replacement, install new seal kit, inspect foot valve, clean injector assemblies, inspect/replace four function valve, replace suction/discharge tubing, prime/test pump, digital water test, adjust controller to match water test readings, adjust HRR/ORP set points for chlorine and acid values.

Specifications: Remove all pool covers and install on City-owned racks (early May), reinstall pool covers on water surface (late August), clean pool covers 2x per year (early May, January); remove/reinstall for weekly vacuuming during off-season (September-April).
  • Quantity: 1  Unit: EA  Work Item: Chemical Tank Monitoring. Specifications: Monitor chemical levels, install and remove contractor-owned chemical tank sensors.
  • Quantity: 1  Unit: EA  Work Item: Routine Water Quality Testing & Equipment Checks. Specifications: Perform water test with digital kit (Orbeco) for pH, free chlorine, total chlorine, total alkalinity, calcium hardness, conditioner, total dissolved solids, temperature; calibrate chemical controllers; visually check all pool equipment; net leaves/debris; clean hair/lint strainer baskets; backwash filters; fill pools; check handrails/safety equipment; log water readings; report concerns.
  • Quantity: 1  Unit: EA  Work Item: Weekly Pool Maintenance. Specifications: Vacuum both bodies of water, clean tile scum line, hose down pool deck.
  • Quantity: 1  Unit: EA  Work Item: Monthly Manual Cleaning. Specifications: Manually clean sensors/probes per manufacturer's specifications; manually clean injectors per manufacturer's specifications.
  • Quantity: 1  Unit: EA  Work Item: Provision of Chemical Supplies. Specifications: Contractor to provide all pool chemicals (except CO2), including UN 1791 Hypochlorite Solution,8, PG III, RQ (Bulk Chlorine) and UN 1789 Hydrochloric Acid, 8, PG II (Bulk Acid).
