General Project Description
The County of Alameda is seeking proposals from qualified firms to provide professional evaluation and consulting services. The project involves assessing the "highest and best use" and potential development opportunities for County-owned property located at 6775, 7001, and 7195 Oakport Street in Oakland, California, collectively known as the "Arena Center." The scope includes comprehensive data collection and site analysis, market demand analysis, valuation of the highest and best use and fair market value, estimation of economic benefits, evaluation of potential disposition partnerships, consideration of environmental and sustainability factors (including environmental due diligence and remediation needs), and assessment of equity and inclusion goals. The consulting services will culminate in a comprehensive final report and presentations to County leadership. The contract will be for a six-month term with an option to renew for an additional six months.
