General Project Description

This Design-Build (DB) project involves the upgrade and full integration of a comprehensive, turn-key, and state-of-the-art security surveillance video camera and door control system at the Contra Costa County Juvenile Hall. The new systems must comply with the 2025 California Building Code, Titles 15, 22, and 24, and County Building Design and Construction Guidelines. The scope includes designing and building a Security Surveillance Video Camera and Door Control System based on Avigilon Unity Video (or equal) for video surveillance, and an open, non-proprietary access control (door control) system. New Programmable Logic Controllers (PLCs) are required. The video surveillance system should offer best-in-class video quality, analytics, and centralized control capabilities, including a central control station integrated with existing and new IP/Network infrastructure using secure management software, and secure URL-based remote access. Camera specifications include high-resolution, low-light performance, protective housings, strategic placement for full coverage (cells, dayrooms, workstations, program rooms, visitation areas, stairwells, exterior areas including roof, courtyards, perimeter, ingress/egress, parking lots), audio/video recording, and NDAA/TAA compliance. The project requires centralized video management with individual login credentials, audit trails, administrative controls (file locking, restricted access), secure export options, open architecture, intuitive UI, and AI-driven video analytics (facial recognition, object classification, motion detection, real-time alerts, programmable triggers, digital masking). Site-specific requirements include camera coverage at employee workstations, modernization of the central control work area's physical layout, full software integration, integration of door control with intercom buttons, design basis evaluation for new central processing modules in existing network racks or new hardware, and conduit installation within existing structures with exposed conduit painted to match finishes.
