Calaveras County is seeking bids from qualified and interested contractors for the following project titled, On-Call Aviation Planning Consulting Services Calaveras County Airport, identified under Solicitation ID: RFQ No. 25-1120-15-918. Work is to be performed near 891 Mountain Ranch Rd, San Andreas, CA 95249, USA in Calaveras County.

General Project Description

The County of Calaveras is soliciting Statements of Qualifications (SOQs) from qualified individuals or firms to provide on-call, as-needed Airport/Aviation Planning Consulting Services for the Calaveras County Airport (Maury Rasmussen Field). These services, under a five-year agreement, will support Federal Aviation Administration (FAA), State of California Division of Aeronautics, and County-funded planning efforts, including the preparation and update of the Airport Layout Plan (ALP) and Airport Capital Improvement Plan (ACIP). The comprehensive scope encompasses preparation of grant applications, coordination with FAA/State agencies, project design, engineering, and construction management for various airport infrastructure (e.g., aprons, taxiways, fueling facilities, runways, airfield markings, lighting, hangars, drainage, parking, and circulation infrastructure), airfield civil/electrical and hydrological engineering, project inspection, general airport operational and management support, design studies, Disadvantaged Business Enterprise (DBE) program development and compliance, regulatory compliance, contractual and financial analysis support, land-use planning, public outreach, soil investigations, surveying, environmental studies (including Categorical Exclusion, Environmental Assessments, and Environmental Impact Statements), expert witness testimony, and feasibility studies. The resulting contract will be subject to all applicable federal provisions, including Title VI of the Civil Rights Act, Section 520 of the Airport and Airway Improvement Act, and DOT Regulations concerning Debarment and Suspension, Access to Records, Lobbying, DBE Participation, and Federal Trade Restriction.
