Redondo Beach City is seeking bids from qualified and interested contractors for the following project titled, Local Coastal Program Amendment, identified under Solicitation ID: RFP# 2526-004. Work is to be performed near 415 Diamond St, Redondo Beach, CA 90277, USA in Los Angeles County.

General Project Description

The City of Redondo Beach is seeking proposals from qualified planning and environmental firms to amend its Local Coastal Program (LCP). This project, funded by a California Coastal Commission grant, aims to increase harbor resiliency, address climate change and sea-level rise effects, ensure consistency with current state guidance for the entire coastal zone, and enhance the LCP's usability through comprehensive document reorganization. The scope involves conducting various technical studies, updating sea level rise vulnerability assessments, developing coastal resiliency planning, facilitating public participation and stakeholder engagement, and producing a comprehensive draft and final LCP, including Land Use Plan (LUP) and Implementation Plan (IP) updates, for local adoption and state certification by December 2027.

  • Quantity: -  Unit: -  Work Item: Task 1: Project Kick-Off and Ongoing Project Management. Specifications: Establish collaborative partnership with City and California Coastal Commission (CCC) staff; engage in regular meetings and communications, including preparation of meeting agendas and minutes; handle invoicing and progress reports. Deliverables: Kick-off meeting minutes; ongoing project management documents (agendas, minutes, invoices, progress reports).

Specifications: Gather and review the existing LCP and all related amendments; review the 2019 Sea Level Rise Vulnerability Assessment for King Harbor; identify policy, organizational, and content gaps for LCP and vulnerability assessment updates, including Land Use Maps and Zoning Maps; catalog current and future harbor projects impacted by Sea Level Rise. Deliverables: List/memo of content gaps and necessary LCP/vulnerability assessment/technical study updates.

Specifications: Develop an updated Sea Level Rise Vulnerability Assessment (SLRVA) reflecting 2024 Ocean Protection Council (OPC) and CCC sea level rise guidance, extended to incorporate the entire coastal zone; synthesize existing County information; identify necessary next steps for SB 272 consistency and adaptation planning; coordinate with CCC staff for a 6-week review of the draft update. Deliverables: Draft updated SLRVA; Final updated SLRVA.
  • Quantity: -  Unit: -  Work Item: Task 4: Draft LCP, Public Outreach, & Stakeholder Engagement. Specifications: Develop LCP updates to address resiliency and guide future implementation; reorganize the existing LCP for readability, organization, and ease of navigation; develop updated Land Use Plan (LUP) and Implementation Plan (IP); prepare administrative draft of LUP/IP sections for CCC staff review; prepare revised LUP/IP drafts for public outreach; conduct public outreach including meetings with the Harbor Commission, Planning Commission, and/or City Council; collect and incorporate feedback into updated LCP policies and document organization; prepare revised draft of the LCP based on feedback and prioritized amenities. Deliverables: Administrative Draft LCP Sections for CCC staff review; Public Review Draft LCPA; Public Outreach Meeting Materials and Documentation; Public Review Draft LCPA.

Specifications: Revise LCP update based on CCC staff review and public outreach; prepare LCP for local adoption hearings (City Council); submit locally-approved LCP to the Coastal Commission for certification. Deliverables: Final draft LCPA for local adoption hearings; LCPA Submittal (City Council approved LCPA, Ordinance and Resolution, meeting minutes, and public comments).
