General Project Description

This Request for Proposals is for Construction Engineering Services for the Federal Aid Bridge Project on County Road 35 at Wilson Creek. The primary goal is to replace an existing low water crossing with a new multi-span continuous concrete slab bridge to provide a safer, more dependable route above creek flood levels. The scope of services includes, but is not limited to: construction engineering services. This encompasses permit review; preconstruction notification and coordination; biological and habitat surveys; establishment of exclusionary zones; biological awareness training; dewatering plan review, approval, inspection, and reporting; monitoring special status habitat and species; routine reporting (daily/monthly/annually); archaeological consultation upon unanticipated discoveries; site restoration including revegetation plan development and implementation; construction engineering/management acting as Resident Engineer, including revising estimates, funding applications, reviewing and approving contractor submittals, responding to RFIs, preparing meeting agendas and minutes, attending preconstruction, weekly, and special topic meetings; conducting daily and special inspections; performing field surveys and grade checks; performing construction quality assurance; preparing progress payments, labor compliance, and dispute resolution; providing professional opinions; conducting final inspection and developing punch lists; creating as-built plan sets; preparing project closeout notices, reports, and documents; and extensive coordination with State and Federal agencies such as Cal OES, Caltrans, FEMA, FHWA, USFWS, USACE, NRCS, USDA, CDFW, SWRQCB, CVRWQCB, CVFPB, and tribal representatives. The underlying construction project involves demolition of the existing concrete low water crossing and roadway, construction of a new slab bridge supported on CIDH concrete piles, and reconstruction of the approach roadway, with an anticipated duration of 140 working days.
