General Project Description
The County of Marin's Office of Emergency Management (OEM) is seeking qualified consulting firms to expand and update its FEMA-approved Multi-Jurisdictional Local Hazard Mitigation Plan (MJLHMP). The consultant will lead the development, drafting, and coordination of a comprehensive hazard mitigation plan, incorporating participation from K-12 public schools and special districts within Marin County. This effort aims to increase regional hazard mitigation planning capacity, risk awareness, and future mitigation funding eligibility, ensuring compliance with federal and state policy standards, including the Disaster Mitigation Act of 2000 and the 2025 FEMA Local Mitigation Planning Policy Guide. The selected consultant will act as the lead plan author and technical expert, facilitating jurisdictional participation, completing plan elements, and supporting plan adoption and FEMA approval by April 2, 2027.

- Quantity: - Unit: LS Work Item: Mitigation Strategy Development - Facilitate mitigation action development meetings, support each jurisdiction in identifying at least 3 mitigation actions, compile mitigation action tables aligned with FEMA and Cal OES guidance.
- Quantity: - Unit: LS Work Item: Public Outreach & Plan Integration - Update 2023 MHLHMP base plan and integrate approximately 21 new annexes, respond to feedback from jurisdictions, OEM, Cal OES, and FEMA, deliver all plan versions in Word, PDF, and HTML/accessible formats, provide redlined version during review.
