General Project Description
The Bay Area Toll Authority (BATA) is seeking consulting services from prequalified firms on its 2021 Transportation Engineering and Planning Services Cycle 1 Bench. The project involves conducting a "Before and After Study" to evaluate the High Occupancy Vehicle (HOV) Policy on seven state-owned bridges in the Bay Area. The scope includes rigorous project management, extensive data collection (traffic, toll system, enforcement, vehicle occupancy), detailed data analysis to measure performance against key metrics (travel times, speed, delay, congestion, queue length, vehicle occupancy/throughput, HOV violation rates, VMT), and the preparation of comprehensive reports and presentations to inform future HOV policy decisions.
