Unofficial Notice of Invitation to Bid (NIB)

San Gabriel Valley Council Of Governments is seeking bids from qualified and interested contractors for the following project titled, EAST SAN GABRIEL VALLEY SUSTAINABLE MULTIMODAL IMPROVEMENT PROJECT (SMIP) – SAN DIMAS WASH PROJECT, identified under Solicitation ID: RT-19-039. Work is to be performed near 4900 Rivergrade Rd, Irwindale, CA 91706, USA in Los Angeles County.

General Project Description

This project involves the construction of approximately 1.6 miles of Class I bicycle and pedestrian facilities along the San Dimas Wash, extending from Sunflower Avenue/Gladstone Street to Grand Avenue/Arrow Highway within the City of Glendora. The scope includes four street crossing/intersection improvement upgrades, three midblock crossings, and one pedestrian scramble. Extensive site work such as unclassified excavation, fine grading, asphalt and base pavement construction, and concrete flatwork (PCC walkways, driveway approaches) will be performed. Infrastructure elements include concrete curbs, reinforced concrete retaining walls, and concrete block slough/chain link walls, along with the removal and replacement of existing fencing (welded wire mesh, chainlink, tube steel). Traffic control measures, signing, striping, and the installation of rectangular rapid flashing beacons (RRFB) are required. Park amenities, trail improvements, and landscaping are also included, featuring seating boulders, tables, chairs, service vehicle/pedestrian access gates, trail monuments, hydration stations, and trash/recycling receptacles. The landscaping involves decomposed granite surfacing, geotextile fabric, rock swale cobble, metal edging, soil preparation, weed abatement, various trees, shrubs, wood mulch, and a complete irrigation system with mainlines, laterals, valves, bubblers, rotary nozzles, and dripline. The project includes an allowance for differing site conditions and utility work, along with a 90-day landscape maintenance period.
