General Project Description

The North of River Sanitary District No. 1 (NORSD) is soliciting Statements of Qualifications (SOQs) from Contract Integrators to provide professional services for PLC/SCADA system integration, OIT programming/development, and startup troubleshooting during the construction phase of the District's Water Resource Recovery Facility (WRRF) Improvement Project. The selected integrator will be responsible for integrating process equipment and instruments into the PLC/SCADA system, adhering strictly to applicable project specifications, industry standards (e.g., NFPA, ISA), and regulatory requirements to ensure full functional compatibility and integrity throughout the construction and operational processes. The scope encompasses project management, SCADA-related hardware installation, system programming (dynamic displays, alarms, data trending, control strategies), equipment integration (flow meters, pressure transmitters, process analyzers), and comprehensive troubleshooting services.
